Disdukcapil Jember Briefs Foreign Students on Population Administration

The Civil Registry and Population Office (Disdukcapil) of Jember delivered an informative session at Polije to explain population administration to international students. Foreign students are categorized as “residents” who are entitled to the same services and legal protection.

Disdukcapil representatives stated that the session aimed to provide legal certainty for students during their period of study.

“This session aims to ensure international students understand their administrative rights and obligations in Indonesia. They are entitled to the same services, and must report civil events such as arrival or data changes to ensure accurate documentation,” explained the Head of Jember Dispendukcapil, Bambang Saputro.

A key document introduced was the Surat Keterangan Tempat Tinggal (SKTT) or Temporary Residence Certificate, which is mandatory for holders of the Limited Stay Permit (KITAS). Disdukcapil emphasized that foreign nationals must report population events such as changes in address or status.

“The SKTT is mandatory for KITAS holders. We emphasize the importance of reporting population events such as changes in data or address to ensure accurate legal documentation, as this affects their rights to public services,” he stated.

Officials encouraged students to maintain close communication with campus authorities.

“Accurate documentation is crucial for maintaining legal certainty during the students’ stay in Indonesia, while also supporting public order. Disdukcapil is committed to providing transparent services for all foreign nationals in Jember,” he concluded.
